Luke Murphy
1st Ward 

Luke Murphy grew up in Glenville, NY, just north of Schenectady. He first moved to Oneonta in 2013 to pursue a degree in history and later his masters in museum studies from SUNY Oneonta.  In the years since, he has spent much of his time then living between the city and Cooperstown. Luke was drawn to Oneonta for its rich natural beauty and historic past, and is enthusiastic about Oneonta's future. Luke ran for city council out of a strong desire to help the people and environment of the city he loves.  He lives with his brother, Shamus, and cat, Rey, right on Main Street. Luke is the Education Coordinator at Hanford Mills Museum and works to create and implement fun and engaging environmental and history programs for students in Otsego and surrounding counties.

Mark Davies
2nd Ward

Mark Davies has lived in Oneonta’s 2nd Ward since 2002 where he and his wife raised their two children.  After working as a public school teacher for many years, he now teaches at Hartwick College. Prior to his election to the Common Council he served on the Environmental Board where he was actively involved in addressing environmental challenges within the city. Mark is interested in improving the environmental health of the city, exploring strategies to increase middle-income and family housing, promoting business development in the city, and updating the city’s infrastructure, all through collaborative action, transparent communication, and responsible, informed decision making. 


David Rissberger
3rd Ward

Dave Rissberger grew up in the suburbs of Rochester, NY before attending the University at Buffalo for his undergraduate degree and Touro College for graduate school.  In 2002, he and his wife Rachel moved to Oneonta because of all the wonderful opportunities this region has to offer and to be closer to family.  They have two children who attend the Oneonta City School District and enjoy attending their kids' many events such as band concerts and soccer games. Dave works in Special Education as a Physical Therapist for the Oneonta City School District.

Kaytee Lipari Shue

4th Ward

Kaytee Lipari Shue was born and raised in the Fourth Ward of Oneonta. After attending school in San Francisco, Kaytee returned to her hometown where she has been a member of the Oneonta business community for the last decade. Kaytee enjoys spending time with her husband, young son, and their pets.

John Rafter is a retired Human Resources/Personnel Professional with over 35 years of corporate experience, including 5 years serving as the Human Resources Director of Opportunities for Otsego.  He was a member of the Zoning Board for 7 years before election to the City Council.

David Merzig
City Attorney

David Merzig, a partner in the law firm of Kehoe & Merzig, PC, is an Oneonta-based attorney who concentrates his practice in sophisticated trusts and estates, elder, and municipal law. David has served as the City of Oneonta’s City Attorney since 1987, during which time he has acted as an advisor to the Mayor, Common Council and Department Heads, and is responsible for the supervision of all legal matters for the City.

An Oneonta native, David graduated from Oneonta High School and earned a Bachelor of Arts Degree, Cum Laude, from the State University of New York at Albany. He then attended Albany Law School of Union University and received a Juris Doctor Degree in 1977. In addition to his work for the City, David also serves as general counsel to the Oneonta Housing Authority, and is active in the operation of Opportunities for Otsego, Inc., a community not-for-profit agency which oversees and administers a variety of need-based programs, where he is the agency’s Finance Committee Chair, Corporate Treasurer, member of the Executive Committee, and has served as a Board Member since 1992. David currently resides in Oneonta with his wife, Margery Merzig.
