  • How do I get a copy of a birth certificate?

    • Visit the City Clerk’s Office page and complete the form, “General Information and Application for Genealogical Services”.

Licenses

  • How do I get a dog licensed?
    • Visit our office and bring your dog’s current rabies vaccination certificate and, if applicable, proof of spay/neuter. Intact dogs cost $20/year and dogs that have been spayed/neutered cost $10/year. 
  • How do I find out about license-holders in the City of Oneonta?
    • Visit our department page or contact our office at 607-432-6450.  You can also email cityinfo@oneonta.ny.us

Permits

  • How do I get an accessible parking permit?
    • If you are a city resident, bring your completed application form (signed by your doctor) to our office.  We will issue the appropriate hanging tag.  Accessible parking license plates must be obtained through DMV.
  • How do I get a permit for the Main Street Plaza/Water Street Plaza/Walkway?
    • Completed application forms, with payment, can be submitted to the Clerk’s Office.  Applications will not be accepted unless they are complete.

Transparency

  • How do I speak to my Council Member?
    • View our City Directory.  It lists each Council Member, the ward they represent, and methods for contact.
  • How do I speak with a specific department?
  • How do I get a copy of a meeting agenda?
  • How do I get a copy of the last meeting’s minutes?
  • How do I file a Freedom of Information Law (FOIL) request?
    • FOIL requests must be submitted in writing to the City Clerk’s Office.  A copy of the form can be found on our website or can be completed in person.
  • How do I know when the next meeting is?
    • Monthly meeting calendars are available here.  Additionally, a weekly press release is issued and posted on our Facebook page to update our residents and other interested parties.

Claims

  • How do I file a claim against the city?
    • Claims must be filed in writing and submitted, along with any pertinent documentation, to the City Clerk’s Office.

Parks and Recreation

  • How do I rent a pavilion?
    • Pavilions can be rented by visiting the City Clerk’s Office and submitting a completed application and payment.  Reservations will not be held without payment.  No exceptions. 
  • How do I rent the armory?
    • Spaces within the armory can be rented by visiting the City Clerk’s Office and submitting a completed application and payment.  Reservations will not be held without payment.  No exceptions. 
  • How do I rent a field?
    • Field space is reserved by contacting the Parks and Recreation Department.
  • What are the hours of operation for the City swimming pool?

Parking and Tickets

  • How do I find out where I can park?
  • How do I pay a parking ticket?
    • Parking tickets can be paid, in person, at the Finance Office or by mail at “Traffic Violations Bureau, 258 Main Street, Oneonta, NY 13820”
  • How do I appeal a parking ticket?
    • Parking tickets can be appealed by submitting the appropriate form with a self-addressed stamped envelope to the “Oneonta City Court, 79-81 Main Street, Oneonta, NY 13820”

Taxes and Bills

  • How do I find out about STAR?
    • Information about STAR and other NY State Tax Credits and Incentives can be obtained by contacting the Assessor’s Office at 607-431-1397.
  • How do I find out about my tax bills?
    • School taxes are issued by the Oneonta City School District.  They can be reached at 607-433-8277 x 503.  Information about local tax bills can be obtained by contacting the Finance Department at 607-432-0560.
  • How do I get a copy of my water bill?
    • Copies of water bills are available by contacting the Finance Department at 607-432-0560.

  • How do I report a problem with streets / roads?

Sidewalks

  • Who is responsible for shoveling sidewalks?
    • It is the duty of the owner and occupants of any buildings abutting upon or near to any public street, sidewalk or place to cause all debris, including snow and ice, to be removed from the sidewalk before 9:00 a.m. of each day.
  • How do I report a sidewalk defect, and who is responsible for repair or replacement?
    • Please send an e-mail to dpsinfo@oneonta.ny.us or call 607-432-2100. The City maintains a list of defective sidewalks, and the Engineering Department will evaluate the sidewalk to prioritize its repair or replacement, as deemed necessary.

Trees, Brush, Yard Waste, etc

  • Is the City responsible for trimming/removing trees along the road?
    • The City maintains trees within its ROW, which typically ends at the back of sidewalk. If you think a tree needs attention, or you are unsure whether a tree is owned by you or the City (e.g. there is no sidewalk), please send an e-mail to dpsinfo@oneonta.ny.us or call 607-432-2100.
  • When does the City collect brush and yard waste?
  • Can I drop off brush and yard waste at the City collection site?
  • As a City resident, can my contractor drop off brush and yard waste at the City collection site?

Water and Sewer

  • What should I do if my sewer backs up?
  • Who is responsible for my water lateral?
    • All users connected to the City of Oneonta water system are responsible for the portion of the water lateral from the curb stop to the building; the City is responsible for the portion of the water lateral from the water main up to and including the curb stop. See the Waste Water Treatment page
  • Who is responsible for my sewer lateral?
    • In the City of Oneonta, property owners are responsible for the entire sewer lateral – from the sewer main to the building, including all cleanouts. See the Waste Water Treatment page
  • What permits are required to repair or replace my water or sewer lateral?
  • Are there standard specifications for replacing water and sewer laterals?
  • My water meter froze and broke, who is responsible for replacing it?
    • It is the responsibility of water users to avoid negligent damage to their meters. As such, a frozen meter will be replaced by the City, the cost of which will be billed to the water user. See the Waste Water Treatment page
  • How do I report a problem with my water?

    • On weekdays between 7:30 a.m. and 3:30 p.m., please send an e-mail to dpsinfo@oneonta.ny.us or call 607-432-2100. On weekends, holidays, and after-hours, call Police.
  • I am unsatisfied with my tap water (e.g. poor taste/odor, color, pressure, turbidity, corrosion, illness); how do I file a complaint?

  • What is the City’s snow emergency policy?
    • It is prohibited to leave any vehicle parked, standing, unattended or abandoned on any public street or highway within the City during a snowstorm or after a precipitation of snow of 2 1/2 inches or more and continuing to such time as the snow is plowed and removed from the streets by the Department of Public Works.
  • How do I report deceased animals?
    • If the animal is on the street or public property, please send an e-mail to dpsinfo@oneonta.ny.us or call 607-432-2100. If the dead animal is on private property, please visit this NYSDEC website for more information.
